Some headcanons of mine:

▪︎ he is well aware of existing merch, it's nothing new or surprising. He knows exactly what effect he has on people aside from the fear he causes in them

▪︎ a cadet or a young officer would probably design this, because who doesn't love Radec, he'd get it as a gift of sorts

▪︎ at first Mael wouldn't be that keen on wearing it

▪︎ but one day Orlock and other officers spot him casually wearing the hoodie while training cadets
